What distinguishes a Pay-As-You-Go account with committed use from a subscription account?

The Pay-As-You-Go with Committed Use plan and the Subscription model are similar. In contrast to a subscription, a commitment binds you to a specific amount of spending in exchange for platform-wide savings that last long after the commitment period has ended. Any overage incurred on the account will continue to be discounted.
